FAA Rule 14 CFR on the Use of Seat Belts on AircraftsFAA Rule 14 CFR on the Use of Seat Belts on AircraftsFor the most part, commercial pilots are well educated on the Federal Aviation Administration (or FAA) requirements for seat belts and shoulder harnesses on their aircraft, but how familiar are they with child restraint systems? How old should a child be to ride on the lap of a passenger? Can any old car seat suffice for aviation use? What about booster seats? Or parachute operations? The Federal Aviation steuerungs surrounding in-flight seat belt usage are pretty straightforward. There are, however, two possible scenarios to considerCFR Part 91, which covers general aviation flights, and CFRPart 121 and 135, which includes rules for commercial flights. The rules are different for each. The guidelines below pertain only to Part 91 general aviation flights, and bedrngnis Part 121 or 135 flights. Regulation 14 CFR Part 91.107 on Seatbelt Use on an Aircraft The government regula tion 14 CFR 91.107 is the official rule regarding the use of safety belts, shoulder harnesses, and child restraint systems. Here are the key points addressed in 91.107 The pilot in command may notlage take off in an aircraft unless all passengers have been briefed on appropriate seat belt usage, including how to fasten and unfasten the seat belt and shoulder harness. This is typically part of the passenger safety briefing given by the pilot himself or one of his crew members.The pilot in command may not move the aircraft without instructing passengers to fasten their seat belts and shoulder harnesses (when installed) before doing so.Passengers must be seated in an approved seat with seat belts and shoulder harnesses (when installed) fastened during aircraft movement on the surface, takeoff, and landing. There are certain exceptions A child under the age of two may be held by an adult (See NTSB recommendationsbefore holding your child on your lap or allowing someone to hold a child w hile acting as pilot in command).Parachuting passengers may occupy a spot on the floor of the aircraftA child can be restrained in a proper child restraint system, which must have two labels stating the following This child restraint system conforms to all applicable Federal motor vehicle safety standards, and This restraint is certified for use in motor vehicles and aircraft in red lettering. A child safety seat that doesnt include the previous statements, but has been approved by a foreign government or the United Nations or in accordance with CFR 21.8 or TSO C100-b or later, may be used. Booster seats, vest-and-harness restraints, and lap help restraints are not approved by the FAA.Keep in mind the child restraint systems must be properly installed and used within the guidelines of the restraint system manufacturer with regards to weight, height, etc. If you are flying as pilot in command of a part 91 operation, you must ensure that your passengers are properly restrained. How to Plan for Safe Air Travel With Your Child Based on Regulation 14 CFR Currently, the FAA allows children under two years of age to ride as a lap child without being restrained. But holding a child on your lap during flight is not safe. Use a car seat or an approved safety harness instead. Most car seats sold in stores are approved for aviation use, but to be sure just look for the red lettering on the side or bottom of the car seat. If your child is still in a car seat, you should bring it on board the airplane. In a commercial airplane, this will likely require purchasing a ticket for them. In a private general aviation airplane, it will not. Most car seats you can buy at the store are approved by the FAA for use while flying, but if youre not sure, check for the red letters on the label of the car seat. Booster seats are not approved for flight, either for general aviation or for airline flying. According to the FAA, booster seats do not meet federal regulation standards and sh ould not be used. Children under 40 pounds should ride in a car seat children over 40 pounds can ride with an airplane seatbelt alone.

The website crosswalks their skills with possible civil service titles, based on their Military Occupation Specialty. For instance, one Wounded Warrior received 10 possible job titles with his MOS of Rifleman. Then Eley helped him review his experience to see which jobs he would actually qualify for based on his strongest skills. They determined that Small Arms Repairer was his best target, and the man did get this position at the Marine Corps Air Station at Miramar.Barrier 2 Assuming that their military pay rate is a good guide for fed wages.When Wounded Warriors look at civil service job announcements, they start with jobs at the pay they made in the military, Eley noted. Thats a false assumption. Federal pay rank is based on their skill level. Ive coined a term for this. I call it their civilian rank. In civilian federal employment, there are primarily two pay bands Wage Grades (WG) for blue collar and General Schedule (GS) for white collar. In determining the Riflemans civilian rank in the Wage Grades schedule, Eley read off the duties at the 08 level, and the Rifleman said that he didnt have those skills. But at the 06 level, he did. The Riflemans resume was then tailored for the 06 level. The job series for Small Arms Repairer is WG-6610. Eley shared that there will be more emphasis on encouraging separating service members to get certifications in the future.Barrier 4 Writing resumes too full of military jargon.Wounded Warriors need to understand that the military is a different culture than civil service, said Eley. So youll want to avoid acronyms and military jargon in your resume. To prevent this, he recommended letting your spouse or friend read the resume. If they cant understand something, then you need to break it down, and change the language. Wounded Warriors also need to realize that fed resumes are longer than private industry resumes, usually three to five pages. The Military to Federal Career Guide, 2nd Edition, is a comprehensive handbook for vets who need to write a fed resume, and it features six sample resumes and case studies.Barrier 5 Going for money, rather than passion.Eley was working with a Marine who wanted to go into Information Technology. He had a feeling the young man was just chasing the dollar. He asked him about his passions and work experience. Turns out that the Wounded Warrior had a dozen years of dog training experience in the service, and it was something he enjoyed doing. He just didnt think there would be future work in it. With Eleys help, he got such a civilian position on a military base. To me, its better for the Wounded Warriors happiness to go for something they really enjoy, observed Eley. They can stay in the occupation for years to come because they have a passion for it.The Wounded Warrior Coordinator feels blessed to be able to help these vets. His work echoes a need that retired Marine Lieutenant Colonel Justine Constantine noted at the Bush summit earlier this year. Todays vets dont need a handout, but a hand up, Constantine said. The amount of toggling between applications that the average worker in this study performed was truly mind-boggling they switched applications 1,100 times in a day, going between as many as 35 different applications in one shift.Not surprisingly, workers using 30 different applications or more have a 28% high error rate than those using fewer programs.With all these applications, workers often need to transfer data between them they copy-and-paste 134 times a day.In some industries at least, it seems that the desktop has become unnecessarily complicated. Management has followed a trend of becoming entranced by every new program bearing promises and bells and whistles its hard to say what will reverse that and encourage them to scale back.
